Default Hibiscus,fertilizer

Every spring, my hibiscus go through a period of yellow leaves. I thought it was iron deficiency but I'm beginning to believe that it's actually nitrogen deficiency as my peppers are looking nitrogen deficient at the same time.
I've just planted about 15 more hibiscus and added organic hibiscus fertilizer to the holes, along with a drink of kelp solution.
Every one of my new plants has some slightly yellow leaves. Not a lot but they are also experiencing flower drop.
Any recommendations? I need to get the gardens looking good fast as we have our house up for sale.
The hibiscus are planted in the ground, not pots btw.
