Default White Mold

Some of my tomato plants appear to have almost stopped growing, and a couple seem to have white mold forming around the base of the stalk.
Does anyone have any idea what could cause this?

These are seedlings?

Sounds like overwatering, cool temperatures, and consequent
mold growth in the seed starting mix.

Try spraying the plants and the top of the soil mix with a mild
hydrogen peroxide solution (10 parts water to 1 part drugstore
strength peroxide). Then water less.
