Was at a big box store over the weekend. It was rather hot and humid, so they had one of those misting contraptions working out in the nursery area to cool people off who were walking by.

Less than five feet away, they had a rack of seeds in packets. Yes, you're right ... all of those packets were quite moist. I imagine some unknowing buyers will end up with packets of pre-sprouted seeds.
