Default seedling transplant size

I thought I had put one seed per cup when I started but some cups have 2 plants that came up.It's been 10 days when started the seeds and they have their first 2 leaves. What size should the seedlings be and do they need their true leaves before I can try separate them into their own pots?

Here is a video with Craig LeHoullier doing some transplanting. I think it will give you what you need plus some extra...
