Barbee -- not sure if you understood -- this does relate just to seed received from (and sent to?) other countries -- and if you want to do that, Mary explained earlier the procedure her son learned about to get a free permit that makes that OK, too -- just a pain to do the process to get the free permit, and a moderate pain thereafter to just properly through the hoops to use the permit -- but apparently not too hard after the first time.
