Default Is 1 to 10 part bleach/water safe?

I am just asking what might be a cheaper solution to spraying plants even trees suspected of diseases from high humidity and too much rain? I notice fugus control chemicals for over ten dollars a spray bottle .. not sure if I even need to spray my plants with anything yet.. just wondering if anyone uses bleach and water. tia nnjj
