Default What is stuff this on my young plants?

I grow all own my plants from seed from different vendors. Different varieties are affected. I was given two plants from a Community Garden sale. They were grown in a hoop house. I'm beginning yo wonder if this bacterial canker. Help!!

It looks like gray mold. I have already seen it on one of my JDs Special C Tex plants and I removed all my lower leaves immediately. It only showed on two leaves near the bottom of the plant but I didn't want to take any chances of it getting a good foothold. It is very hard to stop if it isn't treated early.'
