Eggplant seedlings struggling again

Hello all,

Last year I blamed the lights. This year I put them under T5s, but still struggling. Maybe the medium is the problem? Promix Organic tomato and vegetable mix. I've given them two shots of fish emulsion 2-1-1 and one of kelp 0-1-3, so far. The healthy peppers you see are under the same lights.

THey look OK to me. What is the problem you see? There is a bit of light burning on the leaves, but nothing key. I would stop the fertilizing for awhile - they don't need at this stage.

Have you been exposing them to direct sunlight?
