Seriously I'd call in the rat police at the health dept about this one. I wouldn't trespass, contaminate someone else's property with herbicides or salt or directly contact the renters or property owner. I'd call the health dept & report rats, rats, rats. I'd maybe venture into the land of "concerned because they seem to be out in the daytime & I am worried about rabies" but that is as far as I would go. Rats, rats, rats (maybe a snake?).

I'm just thankful that they don't live next door to my mother-in-law anymore.
