Default Strange Stupice Leaf

First year to grow Stupice. Noticed this flower cluster stem with a leaf on the end and a node starting to bud. Anyone seen this before?

Actually I had only seen them sporadically until last year; for some reason I had an abundance of them last year, maybe 40 instances on 30 plants. So its not uncommon, but is odd nonetheless.
