Default Cone-shaped leaves?

Anyone ever see this? I've had three plants (all PL) each have one leaf that forms a cone. One plant had no header (therefore didn't make it), but the other two are doing fine. Each cone-shaped leaf has stayed about thimble size, and doesn't appear to be doing any more growing.

Gary, do you have some pictures for us, and what is the variety.

Carolyn,who has seen new tiny leaves not cotyledons, start and then just fall off a plant.
