Default Bug Identification

One of my pepper plants is looking pretty rough. Can anyone ID this bug?

It is a green and black fast bug
Poecilocapsus lineatus.

Is insecticidal soap enough to deter these pests or do I need something stronger?

Permethrin will work if you can hit them with it or Sevin which may be more deadly for them. It seems to work on almost all chewing insects but it does have a wait time on most produce. You could try spraying Permethrin and very soapy water late in the evening making sure to spray the undersides and below the plants in hopes of hitting them all. I did this with pickle worms and melon worms on my cucumbers and was surprised how well it worked without having to resort to Sevin.
