Default seed potatoes and diseases

Someone asked on another forum why use certified seed potatoes instead of grocery store potatoes. The obvious answer is to prevent disease, but then she said...'but I put all of my peelings from grocery store potatoes into my compost, which then goes into the garden anyway'

So is a home gardener really gaining anything from using certified seed potaotoes instead of using sprouted potatoes from the pantry?

How dangerous are cold composed potato peelings?
