woot! just about to try this myself. dont have that much seed volume, so ill do it easy on the oxyclean.....

If I am working with seeds in the spring that were not fermented would it make sense to soak them in Oxyclean for a while before planting them?

If they've already dried out, my concern would be that the seeds might tend to readily soak too much of the solution up. And I'm not sure if that could have a negative effect on germination.

And we have no Oxiclean available here. Can I substitute it with something else with same great function?

A document from Tom Wagner that describes using TSP
(trisodium phosphate), which Mischka's post mentions:

Instructions for using TSP usually say "wear gloves".
It won't cause your skin to immediately shrivel up,
blister, or fall off, or put you in the hospital from
toxic shock, but that is still good advice.
