Best potting soil for seedlings

I watched one of the videos someone posted a few days ago and his mix is:

1 40# bag of top soil
1 40# bag of composted cow manure
2 cups blood meal
2 cups bone meal
1 to 2 cups all purpose slow release fertilizer
6 to to cups perlite
15 teaspoons crushed agricultural grade lime
optinal - 5 to 6 cups worm castings.

My only questionable thing is why would you need lime in this mix? And the all purpose slow release fertilizer? I would love to do total organic, so I get the other ingredients, I might use DE rather than perlite too.

The "slow release fertilizer" can be organic (rather than a
polymer coated slow release like Osmocote, Nukote, etc).
The lime would be to raise the pH a little and provide
calcium to the seedlings. I do not know what part of
that recipe would be acidic (the topsoil would vary in
pH, I would think).
