Default Is it safe to use the clear, plastic,

craft style, zip lock baggies we share seeds in, to store ground pepper or other food items?

Are you talking about name brand ziploc or knock offs?
All the ziploc stuff is food grade, bpa and dioxin free, so as far as plastics go they are a better choice than a lot of other plastic containers.
If its a knock off brand, you are probably still ok, but always best to check the manufacturer website.

If it is a true craft bag, then I think the answer would be no. I would go with what JamesL said, if the bags are a knockoff of Ziplock then it would be fine.

We use the Ziplock brand "Snack Bags". We fill them about 1/2 to 3/4 full and then put several into a Freezer Rated larger bag. It keeps them together in one place, and the thicker freezer quality plastic protects them from bumps and other accidents.

Like stated above, make absolutely sure that the containers you use are food grade.

Neoguy, if it is the craft style bags around 2-3 inches like people store beads etc in, then I would say no on the edible items. Don't put your dried herbs in them, buy bags that are made for food. That said, I do store seeds that I'm mailing to someone to plant in the crafty bags.
