Default Deformed leave on Roma tomato plants

I planted five Roma tomato plants from Bonnie this year. The new growth on two of the plants was deformed. The other three Roma plants look normal. I have removed the two deformed plants for fear they my impact the rest of my tomato plants. Does anyone have an idea what this is? The new growth looks almost like knotted shoe string.

Yikes!Not an expert, but I hope it's not herbicide damage.

It certanly looks like a result of herbicide.
