Gene, it depends on what part of Maryland you live in. Here are some "last frost dates" for various parts of the state - but you should wait a week or two after that date to put out tender plants:
Annapolis 4/23
Baltimore 4/11
Cambridge 4/26
Hagerstown 5/3
Oakland 6/5
I live in Baltimore County, just outside the city on the SW (warmer, Chesapeake Bay-influenced) side. I usually wait until the end of April to set my toms out, and protect them under a cold frame for a few days just to be sure.
