I know of one way that's pretty cheap. I mailed in the tomato seeds first class. It took about 5 days to get to Tormato, and cost less than $5. I didn't include a SASE because I wasn't asking for seeds.

Just sending in a SASE bubble mailer - fold it in half and use a cheaper non-bubble mailer envelope to mail it in. I'm thinking that you are still looking at about $5.
