In my experience a year ago I got what you describe, was disappointing. But I am sure about them because I used to grow them for years. Only the last time were they small.

They should be like a 3 lobed bell pepper about 1/3 to 1/2 the size of a normal bell.

I didn't grow them this year because of the situation with my late Dad. Was lucky to get anything in the ground at all.
