The recommended way is to wet the seeds (preferably with a solution of something sticky as a binder), shake them in the powder to coat them, then plant immediately. When I use inoculant, I just sprinkle some of the dry powder into the the hole with the seed(s) when planting. You could probably mix the powder into a solution & so something similar as you were planting, directly on the seed... but after planting, I'm not sure enough of the inoculant would penetrate the soil for it to be effective. Other than the cost of the inoculant though, no harm in trying.
