You can use a heating pad provided it doesn't get too hot, I've had good luck with one that cycles on and off as opposed to being on all the time. I wouldn't go so far as to say that a heat mat is a necessity, but is will greatly improve the germination of your seeds, especially the peppers, particularly if you start them in a chilly basement or next to a cold window.
