Dewayne, the white ones are exoskeletons of molted or of dead aphids. The small black ones appear to be an earlier instar of aphids. The neem may have killed the adults but not the nymphs. No matter, insecticidal soap will do the trick. You can make your own too. Many recipes online for it.
Make sure to spray only early AM or late afternoon, and a good rinse after an hour to wash the soap off may be helpful too. It will keep the residue from burning the leaves in the sunshine.
