Most of us learn English in the second half of elementary school, some of us keep learning through high school and in college. If you are willing to learn, you are able to do so.
Many people however, especially older folks, used to learn German as their second language, so those don't know English. Youngsters do learn English but some just don't see the point in knowing it. Too bad, I love it and use it a lot...
