Pipe insulation might help.

that is a lot of money for a bareroot grape. contact them and tell them there is no new growth and ask if they would refund your money or send you a new grape in the Fall.
grapes are actually very easy to propagate. all you have to do is stick the cane into the ground when you are pruning off the old growth in the Late winter (save the canes in the fridge until the ground thaws enough to push it in if the ground is frozen)
or peg a new stem to the ground and it will make a root at a leaf node by next year.
