Absolutely - in fact, hot peppers particularly are very slow to size up, so do give them a good head start. I also find that the Hab types and the purple leaf ornamentals are the slowest of all. I've found that sweet peppers and eggplant are quicker to size up, and tend to start them closer to tomatoes .
