For me, I sometimes overlook obvious things I could do to rectify a situation. If you have more seeds - plant some more. I made the mistake of treating my pepper seedlings the same way I took care of my tomato seedlings.

Peppers are a different plant from tomatoes. They don't need the same amount of water and indoor lighting. I need to learn a lot more before giving sound advice. But as a newbie to growing peppers, I think replanting and doing a lot of research will help you. My 2 cents.
