It is a way to try to kill fungus if present. So if you have some mild damping off going on, it may bring some help.

Regarding the yellowing bottom leaves. Are you sticking a toothpick or something down a inch or two into your cups before you water to see if the soil is moist or dry? The soil should be dry before you water. Too much love can be as bad as not enough.
