What are these bugs on my cilantro?

Any ideas of what these bugs are? This is the first year I have seen them. So far, most are on my cilantro and a few on my spinach but I haven't seen any on my tomatoes, yet. . . Neem oil to kill? When squished, they have a dark orange goop. They are extremely small so hopefully they can be identified by the photos.

Here is a little better of a picture. They don't seem as oblong as flea beetle but maybe because they are not at the adult stage yet? Is neem oil a good choice for control?


Also, these don't jump like flea beetles should.

I still think they are flea beetles. I have some on my eggplants i was able to smoosh as they didn't jump when I was near them.
