Found these lil guys yesterday. Figured I should check in. What should i do about this issue? They seem to be small green eggs with white and green bugs running around my reaper leaves..

Aphids. If the plants are outside, beneficials like ladybugs may show up to eat them all. Otherwise you can use insecticidal soap on them. Or you can smoosh them with your fingers. In quantity they will damage young plants.

Thank you for your time. I will see if I can pickup some the soap.

You can also hose them off with a strong stream.

Not the most advanced bug out there, very beatable as insects go.

When I find aphids like that I squash them all with my fingers then check the rest of the pepper plants. I'll also use a soap spray for the ones I most certainly missed.

Always do a tiny test spray with new spray on a plant. Then wait at least 24 hrs before spraying everything.

Why? It's not like you're using bleach and need to test the color-fastness of the leaves.

Assuming this was directed at me and the test spray comment.

Because sometimes we screw up reading labels, measuring, sometimes we're using soap off label, mixed with other things like oil.

It's better to test spray than to kill your entire crop.

I test and recommend it. And use less than the recommended dose. Sometimes it works
well diluted.
Often the wrong formula/product is used before a correct identification is made.
Or a contaminated sprayer is used. Careful labeling and multiple sprayers/mister is
important.
Human error is common.

Sure is. I sprayed my whole garden with Roundup one year. I didn't label the sprayers and thought it was neem oil spray.

Or just use the little squirt bottles of IS from the big box.

Of course, I don't have a large area to spray...

Premixed stuff should work fine for a small area without a test, but I still would test out of habit. I mix 4 gallons at a time.

I can see myself now with a case of squeeze bottles going around my garden.

No, I don't think so. Wouldn't be prudent. ;)
