Yes, but once you learn how to pronounce every possible French syllable, you can stop learning.

It seems every pronunciation rule in English has 5,000 exceptions. There are no hard-and-fast rules in the English language. I mean "colonel"? What the heck were they thinking?

Lexicographer John Walker is quoted in the "Oxford Dictionary of English Etymology", "colonel, this word is among those gross irregularities which must be given up as incorrigible".
